Overview: The Chelsea Collaborative’s (Collaborative) mission is to empower Chelsea residents to enhance the social, environmental and economic health of the community and its people; and hold institutional decision makers accountable to the community. Wherever there is a problem, a concern, a need or an injustice, we work with the community to address the issues. The Collaborative’s programs and projects include: the Chelsea Citywide Tenants Association, the Chelsea Latino Immigrant Committee and its Workers Center, the Shanbaro Community Association and its Boston Bantu Girls Group, the Chelsea Voter Initiative, the Summer Youth Employment Initiative, Youth Committee, and the Chelsea Community Fund.

Position Summary: The Chelsea Collaborative is seeking a full time Youth Navigator. Candidates must have experience working directly with youth and community resources serving youth. This position will be partially funded by the City of Chelsea. The ideal candidate will be able to work with the City of Chelsea, organizations serving Chelsea youth, and most importantly Chelsea youth to actively connect Chelsea Youth in the re-constitution of the Chelsea Youth Commission and actively connect Chelsea youth to existing and emerging positive youth related activities, encouraging and helping youth to enroll in activities that could protect from existing risk factors while contributing to expanding their life horizons.

The Youth Navigator will be based at the Collaborative and will receive supervision and support from the Chelsea Collaborative’s Director of Youth and Families Department. The Youth Navigator will oversee the Youth Organizing Teams, Work in partnership with youth and staff to develop an organizing plan to address housing, education and immigration issues affecting youth in Chelsea. The Youth Navigator will also provide support on the Summer Youth Employment Initiative. The Collaborative’s youth programs seek to provide youth not only with a source of income, for those who are afforded employment with the organization, but a sense of responsibility and self-esteem. The Collaborative connects youth to mentors, community resources, and encourages civic participation. The primary goal of all Collaborative youth programs is to engage young people in community change while decreasing engagement in risky behaviors.

Responsibilities include, but are not limited to the following:
 Implement Youth Organizing Model
 Hire and train 10 youth leaders
 To develop a youth needs assessment for the City of Chelsea working with college and university research departments and Chelsea youth leaders.
 Connect Chelsea youth to existing and emerging youth organizations, activities and resources
 Hold weekly drop in sessions to assist youth with resumes, job applications, college applications, and connect them to community resources
 Participate in HUB meetings to assist in providing urgent support for youth and their families
 Engage with families and guardians of youth as needed to connect them to the work of the Collaborative and community resources, dependent on youth needs
 Identify youth trends, needs and aspirations for existing and future youth activities in Chelsea with youth through the Collaborative’s youth programming, the Chelsea Youth Commission, and work with partner youth agencies
 Provide support to the Summer Youth Employment Initiative
 Maintain youth and program data for quarterly and year end reporting to City of Chelsea

Qualifications:
High School diploma required, Bachelors degree or higher recommended
Minimum of two-three years of demonstrated experience in the youth services field
Must have experience working directly with youth, preferably ages 14-21
Bilingual in English and Spanish
Strong verbal and written skills in English and Spanish
Research and data analysis experience required
Knowledge of Chelsea and previous experience working with Chelsea youth, a plus
Knowledgeable about academic, employment, mental health and other community resources for youth
Good computer skills – Microsoft Office, e-mail, database software, desktop publishing a plus
Strong organizational and interpersonal skills
Good administrative skills including meeting planning and facilitation skills
Ability to work with a diverse range of people and motivate them to become involved in community work
Enthusiastic, flexible, self-motivated, dependable, responsible and creative.
Commitment to social justice and youth empowerment a must
Ability to work evenings and weekends
Ability to work comfortably in a multi-cultural setting
Experience with Summer Youth Employment Initiative, or similar youth employment and enrichment program, a plus

Mass Partnership for Infants & Toddlers – Survey for Families

We need your help!

The Massachusetts Partnership for Infants and Toddlers (MPIT) is a new statewide early childhood collaboration, and we are helping the state write a plan for programs and services for young children.  We need your advice and ideas.  We would like to know what is most useful and helpful for families. If you work directly with families, you are welcome to take the survey with them. We plan to keep the survey live through December 31. If you are interested in conducting outreach in another language, please contact me to discuss options.

The survey will take up to 15 minutes to complete.  You may skip or not answer questions.  It is voluntary and answers will be kept confidential.  After the survey period is complete, three (3) respondents will be chosen at random to win a $100 gift card of their choice.

GENERAL SUMMARY:

Recruit Providers and offer them guidance and support to ensure children receive developmentally appropriate early care and education in a safe and nurturing setting. Ensure that all aspects of the Provider Agreement are met and procedures are followed. Identify and coordinate Provider training needs as required.

ESSENTIAL FUNCTIONS:

  1. Recruit screen and recommend potential Family Child Care Providers for contracts with Nurtury’s Family Child Care Program.
  2. Perform intake and regular assessment of services plan with dated goals and objectives for all assigned customers (children and families). Assure service plans are carried out in a timely fashion.
  3. Provide or arrange for pre-service and in-service orientation training of assigned Family Child Care Providers.
  4. Regularly monitor and evaluate Family Child Care Providers for full compliance with all government and Nurtury regulations, policies and procedures.
  5. Maintain and submit in a timely fashion written reports and records as required.
  6. Refer customers (children and parents) to appropriate resources in an effective and timely fashion.
  7. Supervise contracted Family Child Care Providers, volunteers, students, interns, and work placement personnel, as assigned.
  8. Coordinate placement of children in Family Child Care Provider’s homes.
  9. Identify and coordinate the training needs of assigned Providers.
  10. Perform developmental intake of new children and the updating of applicable information for enrolled children in according with state and Nurtury guidelines.
  11. Perform other related duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED TO PERFORM THE ESSENTIAL FUNCTIONS:

  • Associates degree in Early Childhood Education, Social Work, or related human service field
  • Strong oral and written communication skills
  • Bilingual (English/Spanish) required
  • A valid driver’s license and reliable transportation required
  • Excellent organizational and interpersonal skills
  • Computer experience working with MS Office, internet/e-mail
  • Experience with measurement instruments like FDCRS & accreditation

Job Description
This is a highly visible, responsible staff position in the Office of Leased Housing. The Program
Representative reports directly to the Leased Housing Manager. The Representative is responsible for
case load of HCV, MRVP, and AHVP vouchers, from leasing up through recertification. All work is
reviewed by the Leased Housing Manager. The representative schedules inspections, prepares leases,
negotiates fair market rents and manages participant caseload. The representative identifies all landlord
and participant informalities and directs them to the appropriate Program Representative.

Responsibilities
1. Assists participants in locating rental housing.
2. Prepares leases and agreements for all units.
3. Meets with participants and landlords, schedules meetings.
4. Determines contract rent for apartments.
5. Computes participant rent share.
6. Monitors lease enforcement.
7. Conducts annual rent recertification.
8. Participates in rent reasonableness test.
9. Mediates participants and landlords to appropriate agencies as necessary.
10. Determines annual rent increases.
11. Refers participants and landlords to appropriate agencies as necessary.
12. Performs inspections on an as needed basis.
13. Prepares monthly reports on activity.
14. Compile rent reasonable data
15. Performs other related duties as required

Minimum Qualifications and Experience:
Strong math, writing and computer skills including, but not limited to, MS Office. Knowledge of PHA-WEB
is preferred not required. Ability to work with numbers in an accurate manner. Good communication
(written and oral) skills, must be well-organized and accurate in making mathematical calculations and
data-entry, must be able to work well with persons of diverse backgrounds. Must exercise good
judgement in maintaining the confidentiality and integrity of CHA’s financial information. Good
organizational and office skills. A minimum of three years’ experience and High School diploma or GED
is required

Starting Salary Range: $36,500 to $48,000 annually (Based on Experience). Full benefits package
which includes medical, dental, State retirement pension, sick, vacation, & travel reimbursement
