Housing Families Expanding Homelessness Prevention and Free Legal Services in Chelsea

The City of Chelsea, through its Department of Housing & Community Development, and Housing Families are pleased to announce an expansion of housing legal services and housing stability programs for Chelsea residents confronting housing insecurity.
Through the legal clinic, residents experiencing evictions, disputes, and code issues can seek assistance from Housing Families’ attorneys and housing specialists. The City will coordinate services through the Eviction Task Force, in close collaboration with community based organizations, such as Housing Families, La Colaborativa, CAPIC, and The Neighborhood Developers.
As part of this partnership, Housing Families will imminently open a new office at 99 4th Street in Chelsea that’s accessible by public transit to meet the housing and eviction prevention needs of Chelsea residents, including free legal help, utility and rental assistance, case management, and emergency housing. Chelsea residents can receive assistance regardless of immigration status, income, or background.
Chelsea residents seeking legal services and financial assistance may contact Housing Families’ Chelsea office of the Homelessness Prevention & Legal Services Program at (781) 322-9119 x146 or probonolegalteam@housingfamilies.org. Staff are multilingual in Spanish, Portuguese, Mandarin, and Haitian Creole.
Residents can also visit the pop-up Housing and Legal Services Clinic at Chelsea City Hall, Room 102, every Monday from 10 a.m. to 1 p.m. and at La Colaborativa, 318 Broadway, every Thursday from 11 a.m. to 2 p.m. No appointment is necessary.

COVID-19 Pediatric Vaccine Clinics Available at La Colaborativa in February and March

La Colaborativa hosts COVID-19 pediatric vaccine clinics at its 318 Broadway location twice a week.
This clinic is open to residents at the same time every Tuesday and Thursday until March 15. Children ages 5-11 are currently eligible to receive the pediatric vaccine. No appointment is necessary, and the vaccines are free regardless of insurance or immigration status.

Chelsea Heritage Celebrations Grant – Applications available beginning March 1

Supports a broad range of cultural events, street fairs, art shows, festivals, and related activities such as murals, sculptures, and film series that promote Chelsea’s heritage, quality of life, recreation, and cultural activities. The grant range is $5,000 – $20,000.
Online application and guidelines are available at www.chelseama.gov/cultural-council. Paper application and guidelines can be picked up at Chelsea City Hall, Dept. of Health & Human Services, Room 100.
Deadline: Completed application must be received by Tuesday, April 12, 2022.  Projects awarded should be implemented by December 31, 2022.

City of Chelsea Capital Improvement Plan (FY23-27) Submitted to the City Council

In accordance with the City Charter, City Manager Tom Ambrosino recently submitted the Capital Improvement Plan (CIP) for FY 2023-2027 to the City Council.
This five-year CIP is the City’s 24th consecutive capital planning document. The CIP is a multi-year document that identifies long-term improvements to the City’s infrastructure and facilities, and provides a program for prioritizing, scheduling and funding. It consists of a capital budget, which is the upcoming fiscal year’s plan and a capital program, which is an outline for capital expenditures for the four years beyond the capital budget.
For FY23, the proposed total investment is in excess of $24 million. The investment is divided into six “Program Areas”: Parks and Open Space, Utility Enhancements, Public Safety, Public Buildings and Facilities, Surface Enhancements and Equipment Acquisition.
Programs identified for FY23 include but are not limited to improving and/or expanding the City’s open space resources, including full rehabilitation of Highland Park, historical staircase rehabilitation, utility replacements on Willow Street and Central Avenue, a full redesign and remodel of the 911 dispatch center, public building renovations including at the Williams School and Mary C. Burke Complex, and replacing roadways and sidewalks as part of a complete streets and transportation improvement.
In total, this year’s plan capitalizes on federal funding and the City’s current fiscal position to improve the quality of life of Chelsea residents.
Of the 24 million proposed, 12.3 million is funded from the American Rescue Plan Act (ARPA).
As part of this submission of the five-year CIP, City Manager Tom Ambrosino asked the City Council to move the CIP to a public hearing. Next steps include a City Council sub-committee meeting to review the plan, and the announcement of a date to hold the public meeting.

The Kiwanis Club has generously organized a fun-filled (and grown-ups only;-) fundraiser to support Apollinaire Play Lab and the Kiwanis Club of Chelsea!
You’re invited! It’s 1923, and the party seems endless at Jay Glittersby’s New York mansion—until a shot rings out, and an unwelcome guest is found dead. Was the motive revenge, jealousy, or greed? Is the murderer a flapping dancer, a jazzy musician, or a slyly deferential server?
Maybe it will be—YOU!
Please join us on March 31st—either as a suspect character or as a jury member who sees everything—for a Roaring ‘20s Virtual Murder Mystery Fundraiser via Zoom! It’s a joint fundraiser to support the Apollinaire Play Lab and our friends at the Chelsea Kiwanis Club. The Chelsea Kiwanis Club champions a variety of philanthropic and service projects to assist the children and families of Chelsea, including the Apollinaire Play Lab. You may also have seen Kiwanis’ recent diaper drive which raised $2,000 to purchase diapers for Chelsea families in need. Your support of this fundraiser helps two great organizations accomplish much for the children of Chelsea!
Can you figure out who dunnit? Whether you choose a fun role or sit back and observe as a member of the jury, everyone attending the event has a chance to win a cash prize for being the first to correctly guess the murderer, the motive, and the means!
Step 1: Choose your role (and purchase raffle tickets!). You will be emailed easy instructions and a dossier on your character. All registered participants will be sent a Zoom link the week of the event.
Step 2: Choose your virtual Zoom background from this glamorous gallery. Does the library suit you, or is the billiard room more your style?
Step 3: Get yourself into character (if only from the waist up!) with some classic Gatsby-esque costume ideas. Key words: Dapper and flapper!
Step 4: Organize your refreshment whether it’s champagne, gin and juice, or just juice. Malden Center Fine Wines can help you with your cocktail & champagne needs. Remember, delivery is FREE within a 5-mile radius of their store (including Chelsea, Everett, Revere, Somerville, Medford, etc.)
Step 5: Zoom in with us on the evening of Thursday, March 31st! There will be prizes for solving the case, best costume, exciting and valuable raffles, and more!

The City has created a Community Advisory Committee of residents, small businesses, and local leaders to discuss how to use this funding on community projects.
We want to hear from you! Join us for a public meeting to share your ideas. The meeting will be in Spanish with English translation. Childcare will be provided.
